The gigantic task of providing education to all can be supported by Edusat by providing a countrywide classroom for all classes. Scheme is simple in design. Have a dedicated channel for class 1, another for class 2 and like this 10 channels for class 1 to 10. Same curriculum to be taught at these channels countrywide. Provision for different languages is possible.
This can be directed to the schools and in each school the TV sets will supplement the teachers. This will take care of teacher shortage to some extent. NCERT could take up the content development for this effort in consonance with the Text books already created by it.
All DTH services should be mandated to carry these channels for free.
Supporting this we need to have a huge website providing content in e-learning mode. At this web site, any student should be able to create an account and log on for downloading the course content, class videos, self assessment quizzes, online assessments and other helps.
